TLILIC0005 - Licence to operate a boom-type elevating work platform (boom length 11 metres or more)
This unit specifies the skills and knowledge required to safely operate a boom-type Elevating Work Platform (EWP) where the length of the boom is 11 metres or more in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a Risk Work Licence (HRWL) to operate this plant.
Boom-type elevating work platform means a telescoping device, hinged device, or articulated device, or any combination of these, used to support a platform on which personnel, equipment and materials may be elevated.
A person performing this work is required to hold a boom-type elevating work platform HRWL.
This unit requires a person operating an EWP to:
plan for the work/task
prepare for the work/task
perform work/task
pack up.
Participants deemed competent will receive a nationally recognised Statement of Attainment and a WorkSafe WA issued Notice of Satisfactory Assessment (interim licence). This will enable the participant to apply to WorkSafe WA for a High Risk Work Licence – LF class (Forklift).
Pre-Requisites
Students must be over 18 years of age.
There are no mandatory pre-requisites to this unit of competence, see “WorkSafe HRWL Requirements” below regarding English language proficiency.
Students will need to provide:
Unique Student Identifier (USI) Number - To apply for your free USI visit https://www.usi.gov.au/. Without it we will not be able to process the enrolment or issue a Statement of Attainment.
Two (2) forms of ID, including Photo ID must be presented on arrival at the training premises.
PPC - Steel cap boots, appropriate clothing (ie long sleeve shirt, long pants, hat)
Water bottle, sunscreen and hard hats will be provided onsite.
Delivery / Duration
The course is centred on theoretical sessions, equipment demonstrations and practical exercises.
Site based training and assessment undertaken at client premises, with prior approval of site specific resources, appropriateness of equipment and facilities/training arena.
Face to face with practical hands-on training conducted by an experienced Trainer/Assessor with strong knowledge of relevant Legislation, Australian Standards and Codes of Practice.
New operators - 2 day training
Experienced operators - 1 day training.

WorkSafe HRWL Assessment Requirements
WorkSafe considers that to assist in ensuring safety at the workplace and to comply with Work Health and Safety (General) Regulations 2022 requirements, applicants for a High Risk Work Licence (HRWL) must have sufficient knowledge of the English language to communicate orally with other workers and where appropriate, be able to read and understand the following:
Safety signs at workplaces
Operator manuals
Load charts and/or compliance plates
Any associated assembly instructions and drawings
Job Safety Analysis (JSAs).
In undertaking the written component of the HRWL Assessment Instrument, WorkSafe does not permit, under any circumstances, an interpreter to be used and requires that applicants attempt the written assessment in their own hand. Being able to write answers to the written questions is an essential means of demonstrating to the assessor that they can read and understand the English language. However, when marking written assessments assessors can seek verbal clarification/enhancement of questions not fully answered.
WorkSafe also wishes to confirm that all written assessments for HRWLs must be 'closed book' in that applicants must not have access to any supporting information.
Due to the above English language requirement, participants may be required to undergo a Language, Literacy and Numeracy (LLN) test prior to enrolling in this course.
